Just do your eyeliner like normal but just extend the line out a bit longer , and make it thicker if you want more of a wing.

I also need help with this but I kinda got it down by now. Because of my lid, its hard for me to make a wing, I first put on eyeliner on my lower lid (not on the waterline) then I trace it upwards. It automatically follows the line where people usually draw theirs.
