Good base and top coats?

What base and top coats do you guys recommend? I'm looking for something that gurentees a smooth & shiny look. (chip preventing is,a bonus, but not necessarily what I'm looking for)

I've been using the Essie base coat. It dries pretty fast and I heard seche vite is super good as a top coat.
