Urban Decay Primer Potion is really good, and in my opinion the Givenchy primers are really good faceprimers!

For eyes the urban decay primer potion is great, but if you don't wanna spend the elf one is good too.
For the face it depends what you want
If you have pic axe acne scars or large pores or fine lines, the Porefessional fill all those up
If you have a lot of redness, Victoria secret has one that is green and it helps neutralize your face
If you just need one that keeps your makeup on the Revlon Photoready is great.
I don't think face primer is necessary unless you have a problem with your skin or if you need to go somewhere for a long time.
For highlighting I like benefits moon beam but it's liquid, a nice powder is The Balms Mary Lou-minizer
For bronzing the hoola bronzer is nice because its not too orange
