I have the same thing. Once a week, I do a DIY lip scrub. I take extra virgin olive oil, sugar and a spare tooth brush to do it. It really helps.

Honestly I think you aren't drinking enough water. You say you drink a lot but maybe not as much as you should. If your lips are peeling, it usually means you're dehydrated.

You could have also damaged your lips by getting them sunburned or wind burned and those can also cause your lips to peel all the time. and try baby lips its amazing!!

Try Vaseline and some types of medicated chapsticks. Ask a pharmacist about different brands.

You could try lathering on a thick layer of Vaseline before you sleep and in the morning your lips will be smoother and more moisturized. It feels a little uncomfortable especially at first but it really helped me.

Do you lick your lips often? I had that too but what I did was get the essence stay with me lipgloss and at the end of the day, when I washing it off, I rub it a bit with a wet paper towel to get the lipgloss off. While there is still some left on my lips I rub it with my finger and the moisture combined with the stickiness of the gloss "exfoliates" your lips until completely smooth and soft. Weird I know haha but it just works so well! ;)

It sounds like you need to exfoliate them. Do so by running a warm washcloth over them, which will remove dead skin. My favorite lip balms are Burt's Bees things and Baby Lips by Maybelline.

Try Nivea essential care and use some lip scrub (you can DIY this) to help smooth your lips, hope it helps xx
