I think the best you can do is just use your favorite foundation a shade lighter... again your favorite this way you know how it will look and most of the time they do have enough coverage!!

I have EXTREMELY dry skin and always have a hard time finding concealers.
I think you should splurge on Benefits Fake Up, it's $26 and it's really moisturizing.
But for drugstore it's rare for my to find a concealer that doesn't bring out my dry spots
A few I've found is

Maybelline Fit me and. The Covergirl/olay concealer balm is very nourishing
