How is it strict? What rules are there?

Well, you clearly wanna go for a "no makeup makeup" look and do just the bare minimum.
Use concealer only if needed and keep it light, just apply under eyes and on spots, make sure it's the exact colour of your face so it doesn't stand out and looks natural
Translucent powder to keep oil at bay and set everything, only apply where you're oily or over your concealer, just lightly dust on
Curl your lashes to open your eyes up
Apply some mascarra for definition, if your school is strict about that just apply clear mascarra
Apply some lip balm and you're done

You'd have to use liquid eyeliner for that, apply some very lightly close the the lash line but only at the very end, it'll make them look thicker there
