You can just apply lip gloss in the centre of your lips to give then a fuller appearance :)

Draw just outside your lips with a lipliner to make them a little fuller. You can also scrub your lips with your toothbrush after you brush your teeth, this will instantly make your lips fuller and more red! <3.

I watched some joga practise for face on tv couple of days ago,all you have to do for bottom lip is get it over your bottom teeth,and than slowly slide it back off teeth,lol dk how to explain,and you do the same thing with your upper lip,over your upper teeth...I would send you a pic,but I don't know are these practises suppose to make your lip bigger,you shall try it anyway:)

When you're going out, put any type of bronzer under the center part of your bottom lip. it creates an illusion of fuller lips by making a darker and natural looking shadow under the lips. hope this helped! :)
