You just need to create a crease higher up, do it while your eyes are open, then just blend. Look on YouTube I'm sure pixiwoo have a tutorial or Lisa Eldridge

Also for special nights out you can get stickers that go in your crease to give you bigger eyelids

Hooded eyes suck alright, I got 'em too.
To create a decent smokey eye, you'll need to create a false crease above your natural. It will give the delusion of a higher crease.

If you wanna open your eye up use the lighter shade on your whole lid and a dark crease n v light brings things fowrard an dark colors set them back.

I have the same problem... when I want to do smokey eyes I just color the whole crease in the smokey color instead of doing the line... doesn't look as awesome when you close your eyes but gives the same effect when they are opened.
