So my best eyeliner is clinque in intense plum (not a great pic I no) it doesn't smudge at all its not waterproof well it doesn't state it is but even in windy weathers when my eyes water it don't smudge I only use it on lower water line as prefer a gel on top and to use a small brush please share your eyeliner favs and any tips you may have
