If its a powder try a fan brush they also have brushes for highliting if you look up highliter brush.

A fan brush or the tip of a angle brush like the MAC 168 brush. You can pretty much use any face precision brush. I prefer a fan brush though.

Depending on if I want a strong or light highlight, I'll use a fan brush for a little highlight or an angle brush for a strong highlight.
