Got into makeup about last year and all I wear is a basic mascara, not too much. Any ideas for like a basic color eye shadow or lip stick? I have (sorta) tan skin and I have brown hair and brown eyes.

Purples always look great with brown eyes. If your just starting, I would try neutrals on the eyes and pinks on your lips. Rimmel london and wet n wild have some amazing colors.
