Gel is fine on your waterline(: a good drugstore brand is by mabelline and a more expensive one that's really good is urban decay! hope I helped(;

Yeah I do it sometimes I use maybelline in dark brown and black. I don't usually wear black on my lower waterline but when I do its gel.. I also tightline with gel because it stays black black.

Yes gel is safe! Just get a good quality one like Leah said.
Once gel liner set, it stays put especially on the waterline. If you have contacts it should be fine. :)
