Smudgy Eyeliner Pencils?

I have 2 Annabelle eyeliners here. I want to use one for my waterline and to tight line my upper lash line. There's a Kohl hypo-allergenic one and a Smoothliner hypo-allergenic, waterproof longlasting one. Which one won't smudge? I know the smoothliner seems like it would smudge the least but its creamy texture scares me. What do you guys think?
