I think it could,it reminds me of the Fan effect for lashes,you can use a fan brush to apply your mascara :)

Its sitting up on my husband's desk at his office. He is going to give it to his assistant to try out Monday. I'll ask her what her thoughts are. I'm a total no buy so he is banned from bringing home free products that he receives.

Just received text message from husband's assistant and she said it took some time to apply because of its size. Didn't create that much of difference to her lashes in length or volume. She said she will stick to her Covergirl mascara that's cheaper and does its job.

She said it feels like rubber but just with a little firmness to it...it wasn't flimsy.
