My skin has been acting all weird latley. Sometimes it would be really oily and other times it gets dry espically round my eyes. I always wear moisterizer. Is this normal?

This can happen, if it does wear moisturiser but only on the most drier area of your skin and not on the oily part of your skin.

It is normal, it can also depend on the weather. but I disagree with Rebecca, you should ALWAYS put moisturizer even in the oily parts.
