Ok so I'm going to the Train and the Script concert in like an hour it's supposed to rain a little while we're there. Is this ok?

I think it's a little too casual. Going to a concert is kind of like a special occasion. Dress it up a bit. You can still be comfy but well put together. Also, I would put sleeves on. Don't want you to catch a cold.
