Depends, you want to go for a sexy or a pretty look? Black is sexier, but you are running the risk of looking like half of the women there. I would still play it safe and choose black. :)

Which ever dress you choose, don't ever do a smokey eye with red lips... Like ever. It just looks like too much. You can ask any professional makeup artist , they will never recommend that. So if you do smokey eye go w light lips , bold lips light eye.. Simple and 1 2 3.
