Use a nude pencil on the waterline to make your eyes appear bigger. Use mascara on top AND bottom lashes. For eyeliner, make a thicker top line with no wing; this will make your eyes look bigger and rounder.

In the pic the girl obv has falsies so your result might not be as dramatic (but falsies help a lot!)
