Kat Von D Tattoo Liner! Its great, it has a felt tip, and the color payoff is awesome. Kind of on the expensive side, though.

Kat's is great, but I'm tired of them drying out...even when stored properly. Make up Forever has a nice, long wearing liner that's easy to apply. Not a pen, but very similar and accurate.

NYX skinny black marker is the best. It's cheap, and they sell it at ulta and PAC sun.
