Try liquid eyeliner. L'Or?al has one in "Lineur Intense", comes in a black and gold package. Best drugstore eyeliner I've ever used.

You should get the NYC felt tip eye liner it's basically liquid liner but it has like a marker tip it's great

Oh and also every eyeliner will smudge if you smudge it your self but pencil if used like on your waterline will definetly smudge FO SHO

If this is for your waterline I recommend pencil and I say use rimmel eyeliners. When people use gel in their waterlines they tend to smear
If this is for top liner I prefer liquid but if that's not your thing then go with gel (:

Bobbi brown gel liner if you want to go more on the cheaper, drug store kind, I also use Maybelline's gel liner.

You can use just about any gel liner you like. In order to set it, go over it with black shadow. Preferably a matte one. ;).
