I would ask a stylist to see what they can do.

You unfortunately can't dye it vibrant blue without bleach. I've tried lol you can go get it bleached professionally which is less damaging and deep condition your hair every week.

And blue doesn't really mix with brown sometimes. It can have an odd undertone without bleach.

Just as a warning having your hair any color like that is a lot of maintenance. I had my tips like that and I have to re-dye it every 3-4 weeks. But in order to dye it that color without bleaching it I honk you would want to consult a professional about it. Your hair would probably turn out ok without bleaching it but I would defiantly talk to a professional before doing it.

Definitely talk to a pro. I've had my hair every color of the rainbow, and the longest lasting colors have been blue and purple. However, I did have my hair bleached beforehand, in order to ensure the color turned out correctly. So despite the hair color that you already have, you should probably lighten it first.

Can I use 30 volume developer with a really light blonde to make it lighter and dye it then? :/

Honestly you never know until you try! Just dye it lighter and do a strand test, and lets see what shade it comes out! I'll do it for you, cuz everyones hair is different and you won't know until you try

Put Pure Raw honey (none sweet) all over your hair for lightening (:
