To cover dark circles you need to use a corrector. This is not the same thing as a concealer or foundation. If your circles are brownish (hard to tell from a pic) use an orangey-peach corrector. This is something a professional can help you with.
For the spots, it depends on what they are from. If you have hyper pigmentation caused by hormones or acne scarring, you can diminish their appearance by using a lightening cream. Using a retinol cream and exfoliating regularly will help also. A good concealer should be able to cover any color remaining.

I use the Covergirl & Olay Simply Ageless eye corrector 230 on the under eye linings. But probably didn't apply it right.

As far as the dark spots, not quite sure what caused it. I have a theory that it might been caused by a sunburn. I used to use this product from the Philippines called MaxiPeel and it requires not to be exposed long from the sun. Anyway, I stopped using that product and now I'm treating my dark spots with Ambi's Even & Clear tone correcting concentrate. I think it lightened it a little but not sure if it was just me, psychologically thinking that. LOL.
