I would wear it with a plain red shirt tucked in. That will help the look stay a bit more classy if you wear it with a blouse it may not look good and it will take away the attention from the skirt. But I would defiantly wear it with a plain red tshirt you can get one from wet seal.

If you wanted to look formal, go with a blouse, cream/whites would look good. For a casual look, a white/cream vest top, maybe loose fitting. I think it'll look best if you keep to pastel colours. Just try it with everything you own first, you'll probably find something!
