What should I use to color in my eyebrows? A brown face powder or a brown eyeshadow? && what should I use to apply it with?

I like to use a brown eyeshadow, with a small angle brush, you might need two different colour browns, make sure you fill in the sparse areas and arch with the darker one using small strokes and use the lighter on the front of the brow and not sparse areas.
