Your eyebrows already look nicely arched! But if you want more of an arch maybe pluck some more to get that higher arch, or go to like benefits brow bar and ask them to do it for you? (:

Lol oh man, yeah like you know where your brow just lifts up starts to thin out just pluck more hairs following your arch that is now, but with each pluck go higher you know? But do it slowly and keep checking when its enough lol I hope someone else can jump in and explain better ;)

I would recommend growing them out before you start re-shaping. You don't have to grow them out tooo much but unwant a good amount of hair so that you can get that arch withlut them being too thin.
