Get a washcloth, dampen it with very warm/hot water, then dab on some olive oil or coconut oil and hold it against your eye for a minute, then gently wipe off your mascara :)

Use ponds makeup remover wipes! There so moist that you just swipe and no masacar.

I use MUFE waterproof remover & it's seriously a God send! it removed ALL my makeup - waterproof or not - & I barely have to rub my eyes at all.
it's meant for sensitive eyes, so it's very gentle & I don't end up ripping out my lashes.
it is pricey tho.. $30-$40 I'm pretty sure.

Rub with ponds cold cream and wipe off with a tissue. Or take a cotton ball soaked with eye makeup remover (I like neutrogena oil free eye makeup remover or Lancôme bi-facil) and place it over your eyes for a few seconds and gently wipe off.

Take a cotton pad and place it underneath your eyelashes. Dip a cotton bud in cleanser/remover and gently run over the lashes (eye closed). This is the gentlest way to remove eye make up :)

A little Vaseline on a cotton bud always works for me :)
