Maybe cut is longer in the back and shorter in the front, or vise versa... Maybe you could dip dye with kool aid...

I would not layer it because at time that can get annoying. Bangs can to. A trick I use is to curl a front piece of hair tog hand it looks like you have bangs. You can also do this to make it look like you have layers. Then your not stuck with a certain look.

I think layers would actually be a great idea & I don't think you'd be stuck with a "certain look" if you had them... You can easily spice things up. Try different ways of styling & see what you like best. I think your hair would look beautiful with just a beachy wave to it :)
