Okay! So I know how to do it but what should I use and what brand. I know I need some sort of primer and something to make my skin look near white and like eyeliner for the eyes.

To get that white tone, I'd get some Halloween creme white make up and mix it with primer so it isn't as cake/heavy feeling. For the eyes, I'd use a creme/gel liner to get the line work, and then fill in with pencil and shadow. I like UD's Perversion, and Sugarpill's Loose Colour in Stella would be lovely for this. Sugarpill's Lumi would also work for the highlights.
