Personal preference- I'd keep the pink on the top and skip the waterline.
Depending on the shade and your skin tone it might come off as irritation/pink eye rather then a chic look.

Color eyeliners are becoming more popular lately, so don't worry about looking too weird because a lot of people wear it. It's great for making a statement on a day when you don't want to put much effort on makeup. I agree with Sonrisa's double liner idea. What I usually do is first make a thicker line [usually cat eye] with a bright eyeliner and then thinly line my eyes [as close to eyes as possible] with black. Basically treat it as an upgraded eyeshadow made up of a sharp/defined and opaque line.
