Urban decay primer potion. But before you put your shadow on, blot your eyelids with a bit of powder to take away the oils. And make sure you're using powder shadow, not cream shadow.

A low end primer that works great for me is by e.l.f. I believe it's just called e.l.f. eyelid primer. I love it and it's very affordable and long lasting.

Never found a low end that worked for my eyes, but the urban decay primer potion is my go to, I have all of them and they all work for different kinds of shadows and miiso is right!

My eyelids get so oily through out the day.. the only thing that worked for me is make sure your eyelids are clean and I apply urban decay primer potion or too faced shadow insurance.. I let that dry a bit then I use my Mac paint pot that matches my skin tone.. I then finish with a Mac eye shadow lightly all over my lid/crease that matches my skin tone the urban decay naked and naked2 works well too..

Benefit lemon aid is great! Although it is yellow to combat redness it goes on the right colour and it love it.

Urban Decay's Primer Potion works the best for me.. you might wanna try even layering, for example use Urban Decay Primer Potion and then using a cream shadow on top of that to use as a base and add a bit of extra "protection".. Maybelline Color Tattoos are great options in terms of a cream shadow / base.
