How to do make up like this?

I would do foundation routine and a pink blush, a light pink lipstick or Chapstick even, then for eyes I would do a black look (gel eyeliner is a great base) with eyeliner and mascara or falsies :)

Definitely go easy on blush and skip lip color unless yours are naturally pale. When you apply eyeliner make sure you do the lash lines and water lines, but don't really wing out the top, just draw the outer edges thicker on the top and bottom and make sure to leave some space unlined near your tear duct. Mascara, lashes if you want, and if your hair doesn't cover your brows make sure they're filled in a bit:)

Honestly can't really tell on the makeup. Just looks like alotta black eyeliner to me.
