I know you don't want Chapstick but I am just recommending Carmex because that's what I use and I love it and it works great for my lips and keeps them from getting chapped easy.

Always exfoliate before hand and then apply Chapstick or coconut oil! You do the honey and sugar scrub or take a toothbrush and run it under hot water and brush your lips slowly as you are exfoliating them!

Try lush's lip scrub. I tried it when my lips were very chapped and it helped polish and moisturize my lips. use lip balm afterwards :)

I use blistex, at night when before you go to bed put a lot on, like more than you'd wear out in public, the next day your lips will be a lot better
