The waterline is that little line of skin that is between your eye & where your lashes grow from. your lower waterline is A LOT easier to get at than your upper one - that one will take practice! lol.
I usually line my upper waterline & lid with my black liner, & then my lower waterline with a white liner to help open up the eye.

Omg I hate tight lining. I always stab my eye and then it waters and then I have to rub it and then I ruin my eye make up and it suuuuuuuuucks. The price of beauty aye girls lol.
