I'm a dork and blow air upward, as you would do when frustrated while pouting..lol I then lightly set it with shadow.

Oh, then my eyeliner must just be cheap or something, because it won't apply to my wet waterline. But I will try with a q-tip. Thanks!

I just apply it then go over it with black eyeshadow. doesn't budge :)

Sometimes the liner may be too hard, so I use a lighter to heat it for a second to soften it...goes on easier that way.
