I know primer is usually the first step but what comes next... concealer or foundation? do you conceal under foundation or on top? does it make I difference?

It's really up to you. I used to do both ways but I really like putting my foundation on first then concealer. And I think most people prefer that way.

primer always goes first!
then I will sometimes apply some concealer to certain blemishes or imperfections I really wanna cover. then foundation. then I apply more concealer to my under eye area & to any blemishes that are still showing through.
I don't always put concealer on first tho.

Well foundation is the Foundation of your makeup, you're meant to build on top of it- it's providing the base layer, covering a lot of redness and blemishes in a lighter layer then concealers.
Concealers are meant to just cover up any remaining blemishes that the foundation didn't cover.
It's true you can do it either way. But when concealer is used first, you're using more product then you'd need since you'll be concealing things foundation would already cover up.
Also, it's a bit counterproductive since the buffing motion of a foundation brush tends to remove the concealer.
I will say that if I'm color correcting, I'll do that before foundation and concealer since they tend to be creamier and adhere to the skin better.

another question I would have is isn't concealer usually lighter than your skin tone (if your covering dark areas?) if you're putting concealer over the foundation wouldn't it give the appearance of lighter areas on your face?
I'm so simple when it comes to makeup so I'm not really familiar with any of this.

For concealing regular blemishes (slight redness or bumps) I keep the concealer the same shade as the foundation so you're not highlighting the areas you're trying to hide.
When using a concealer to brighten areas of the face I go a shade or 2 lighter- this I use for under eyes around the nose and brows.
If you have very dark blemishes or discoloration like purple under eyes that's where the color correctors will come in.

Just to add to Carolyn's mention of color correctors: Nyx has some and although I haven't tried the colors specifically, I have the normal concealer (the ones in the jars btw. but they also all come in stick form I believe) and I really like it. They're inexpensive too. I'm actually pretty impressed with the quality. It's full coverage as well :)

I foundation then concealer. foundation will take care of most of it then use concealer for what it doesn't. less is more.
