I think rose water can help balancing out skin and the alcohol in it is antibacterial and functions as a refreshing toner.

Rose water and oil are perfumes, nothing more. They have no purpose or benefit in skincare, they're just ingredients that make you feel good because of their pleasant smell. However, both "evening primrose oil" and "rosehip oil" are good for the skin :)
