Hey :)
What i find helps sometimes is wetting your lips, sprinkle a little bit of sugar onto them, and with a circular motion, rub the sugar around but very gently as you don't want to make them bleed. Then do that for a minute or two when you are done just wash it off. That takes care of the flake part, but for taking care of the dryness part i would recommend maybe trying Virgin coconut oil. Apply it like a lip balm and it does wonders. I hope this helps :)

Recently I came across something that I never once thought of, but WISH I had...Mary Kay Satin Lips Set!!!!!! My friend's mother used to sell it when we were in high school, & I tried it then & it made my lips feel AMAZINGGG!!!!!! I kinda forgot about it, but recently ordered some in hopes that they haven't changed their formula or soemthing crazy like that. It's a lip "mask" (really just an exfoliator, but that's what its called) & a balm, & they are both absolutely WONDERFUL!!!!!! Just wanted to let you ladies know about it, you can order them individually for $10/each or you can buy the set for $19 at marykay.com. I chose to go the cheaper route (but not by much) & order mine off eBay. I'll let you ladies know in a week or so how it works if you'd like to try it!!!

To get rid of the dry skin I use a pumice stone, BUT be careful because if you do it too much it will hurt!!

When I have dry lips, I take a few tablespoons of sugar, and mix that with a teaspoon of olive oil. Then you can rub some on your lips, and take a warm, damp washcloth, and gently rub it on your lips to get it off. When you are done, you can put some of your favorite lip balm on. It always works when I have dry lips.

I am on accutane, which causes dry skin and lips. The dermatologist gave me Cortibalm, it has an ingredient that soothes your lips and is incredibly moisturizing!

Lansinoh nipple cream! Sounds weird but works a treat. The lanolin clears dry chapped lips up a treat. I tried it thanks to having a tube left from feeding my daughter. Pricey but lasts.forever.

Try to stay hydrated and exfoliate your lips once or twice a week and use organic lip balm. Hope this helps ;)

Dry lips can be a sign of dehydration. Have you tried consuming more fluids?

You have to keep up with it daily. Think of it as a treatment.
