I would suggest drinking tons of water and applying a moisturizing/exfoliating treatment.

I suffer from really dry chapped lips as well. I really want to wear the vampy lip look that is so in right now, but it's impossible to rock this look with flakey lips. While products help the symtoms of chapped lips, I totally believe that you need to look at why your lips are chapped to begin with. In my case, I use goos lip treatments on a daily basis, but if I am not drinking enough water it doesn't matter what I use. Dehydrated body=dehydrated skin, lips, hair etc. I swear, just try to drink a more water, especially if you drink soda, tea or coffee. Caffeine is seriously dehydrating. Also be sure to use a lip balm with SFP if your outside or in the car etc. a lot. In the winter not only is the cold and wind reeking havoc on your lips, but the dry environment created by heaters in your car and home can also effect lips and skin. As others mentioned, lip scrubs are also a big help. Sometimes even just running your toothbrush over your lips after brushing can be a exfoliate sufficiently. Please try the water thing, I swear not only does it help my chapped lips it clears my skin up as well.

Dry lips are often blamed on dehydration. Stay hydrated and try EOS lip balms found at target. My favorite is the yellow one because it also has SPF in it and unlike other chopsticks & lip balms, you can't even taste the SPF.

Vaseline has alway worked well for me. Those giant tubs of goop is actually petroleum jelly that will moisturizer lips. Also Nivea Chapstick work amazingly! I hated Chapstick until I found Nivea and it is three bucks for one but it lasts long because it works instantly

I exfoliate my lips with a damp toothbrush and then use either Smith's Rosebud Salve or the Burt's Bees with mango butter.
