Smokey neutrals i think. Though definitely waterproof! Lol i got caught in a storm with regular mascara and eyeliner and it was a hot painful mess.

Natural look is the way to go for a rainy day. But if the weather is like that most of the time ex - seattle / london
light sweet blush, winged eyeliner and or liner at bottom lid. flase lashes and nude or glossy lipstick

Everything I wear is already waterproof so I don't have to worry about that. I would wear mascara, eyeliner on the top and a lip product.
