Well to do you your waterline use a pencil or or gel eyeliner, you probably already new that. But when starting out an easy way for you to get a hold of things is to just very lightly pull down your lower lid to expose the waterline, a lot of people say not to do this because it makes you more prone to wrinkles, but doing it for a little while to practice is no harm, and honestly even doing it every day isn't a big deal. After you get comfortable with putting the eyeliner on your waterline you can start doing it without touching your eye at all, and just look up and run the pencil along your waterline and you'll be done in two seconds.
For your lash line, I recommend using a felt tip liner pen/marker, gel liner and an angled brush, or a pencil. Your starting point is all up to you, some people start at the inner corner, some at the middle and some start with the wing. I personally always start at the middle to achieve my desired thickness, and then I go into the inner corner and even things out. then I move to the outer corner and wing. Again, an easy thing to do for starters is to lightly tug at the outer corner of your eye. Start with a line however long you want angled from, well actually wherever you want, but the typical wing, that will lift your eyes, is from the corner of your eye, to the tail of your brow. After you make the line bring it to about the first third of your eye from the outside. Does that make sense? Probably not. Then just fill in that little triangle and smooth everything out.
