I would personally add a good amount of blush if I were to be doing this look just because it's Halloween & it would add a bit more UMPH to the look without ruining the general classic Dorthy look. :P

I'd do basic pinup makeup. A white/skin toneish lid, brown crease (depending on your lid structure bring it up slightly above), and vamp it very slightly with a really blended black for the outer corner in to the crease. I would do natural lashes like wispys/demi wispys, either winged or smudged liner.

I'm doing Dorothy this year too! I'm kicking it up a notch with a bright red lip to match my shoes, MAC's Lady Danger is a perfect match. I'm doing a neutral eye with some natural looking falsies to kick it up a bit.
