I Need Makeup/Skincare Product/Technique Suggestions!

Hiya! I'm 15 years old and I've only worn makeup about three times in my life, but decided that I want to at least learn some tips on applying basic eye makeup and lipstick when I want to look "all dolled up" for special events [or when I feel like it]
I just legitimately don't know where to start--
1) What shades of lipstick are best for brown skin?
2) Can you wear eyeliner without mascara, or mascara without eyeliner?
3) How do you find out if you ave a warm skin undertone or a cold skin undertone?
4) What are some makeup looks that don't require foundation--or do most makeup looks have to require foundation and all that other stuff?
5) What can I do to get clearer, and more even-ed out skin?

Anything, tips or techniques are helpful, thank you!! <3

I think anyone can pull of any lipstick color you just have to see if its ment fir cool or warm undertones. To find that look at the veins in your arm if the are blue your cool green warm both neutral. And yes you can wear mascara without eyeliner and visa versa maybe you don't need foundation but if you want a flawless look maybe start with a bb cream.

1. Almost any shade, reds,certain corals and pinks, purples, if in doubt go for a natural pink color. Stay away from pale pastel colors (tho some brown girls wear them very well with the right lip liner)

2. You can wear eyeliner without mascara, or vice versa.

3. Look at the veins in your wrist, if they look green, you're warm. If they look blue, you're cool. If you can't tell, you're probably neutral

4. You don't have to wear foundation, but if you're going for something more dramatic and done up, it will look better. If your skin if perfect, there's no need for it.

5. Make sure to exfoliate 2-3x a week, use a good moisturizer, and apply sunscreen everyday before leaving the house. Try a salicylic acid spot treatment if you have a pimple, or tea tree oil.
