If you know how to do french braiding then you can do the dutch braid. In french braiding you go inwards as you braid while dutch braiding you go outwards as you braid. Sorry for the not so great explanation.
Check on youtube or just google dutch braid how to.

when french braiding the middle strand goes over the outer strand,
with dutch it goes under

the above 2 are wrong. you braid exactly the same as french braiding, just when crossing the strands, the strand on the side (that goes OVER the middle strand) you cross UNDER the middle strand. grabbing sections is all the same!
