It looks like a condition called xerosis ,people usually get this in the winter its a form a eczema,try not to use any hash products no hot water no soap on your face try cerave hydrating cleanser,then right away before your skin complete dries use a layer of argan oil followed by a moisturizer like cerave,you can also do a oatmeal mask once a week it calms down red inflamed skin and use a manual gentle scrub on it once a week like aveeno scrub not a chemical exfoliate that will just burn you,and don't wash your face to much it just irritates your skin once at night is fine then rinse off in the morning and moisturize 3 times a day if you can

For a suggestion on a good oatmeal mask, lush makes one called oatifix that is heavenly. its super soothing and hydrating and 100% natural :) however its a fresh face mask so you can only get it in store.
