If you are really as pale as you say it is nearly impossible to find things light enough in drugstore brands, you need to go high end (and those are still few and far between). I use Urban Decay Naked Skin Foundation in 1 and their concealer in CIA. I know they are more expensive than you are wanting but they are the best I have found for my super fairness.

Illamasqua might have something; they carry super light foundations so I would imagine they would have a super light concealer too.

I'm as pale as you can get with out being albino and I use cover girl smoothers in the lightest shade I think it's called very fair or light fair it's smooth and long lasting with good coverage it's about $6.50 US so it's very affordable a must try

Yeah I wasn't sure if you could or not which is odd cover girl to me is a wonderful product I'm not in love with their shadows or liners but everything else I love they cater to the pale ones
