I would stick with blonde because you have naturally blonde eyebrows, you could also pull off a light red color. If you decide to go red I suggest dying it with henna because the color lasts longer and is more vibrant and natural looking.

Try to stick with a shade either 1-2 shades lighter or darker then what you have now. so that helps limit your choices a bit. Its dangerous to go too dramatic. a big change can clash with your skin tone and make you look very strange and it may not compliment your features either. plus you would have to change what makeup colors you wear and even your wordrobe. Not to mention the damage you could cause to your hair if you go for a drastic change. so just stick with either lighter blonde or add some red to it or light brown.
