And maybe a bb cream or tinted moisturizer to even out your complexion:)

Yea, you could start with a bb cream, mascara ( Personally I,m against more than one coat of mascara because I hate that spider effect), a very soft blush and a cute lipgloss.

About tech first of all figure your complexion and face/eye shape and according to them all products and methods should be chosen.

Yeah, take it slow.
I would recommend a BB cream for girls just starting out. it's definitely A LOT easier picking a BB cream than the right shade foundation, especially when just beginning with makeup :3
you could do blush if you want, but I recently just started applying blush & I've been doing makeup for 4yrs now.
when I first started doing my makeup, I just put on mascara & lip gloss actually.

When I started out, I wore mascara, eyeliner, lipgloss and eyeshadow on special occasions. I think those are good basics for everyone. if you're worried about your complexion then maybe consider a bb cream or tinted moisturizer.
