Of course! There's no right or wrong in makeup. :) I have friends who put on their foundation first, but I like doing my eye makeup first. Whatever floats your boat. :)

Its up to you. I do both.
if I'm doing a detailed eye look I do some light foundation like just certain spots, the top of my face. then I conceal the under eye after n blend it all out

There was this one time I did foundation first as that it my routine and did eyeshadow, it was a mess. had to redo my foundation. no whenever I feel like eyeshadow I will definitely do before foundation.

For terrible marks, I put on concealer first to let it settle. While it's settling I do eye makeup. Then blend the concealer and put on foundation.

It depends on if the shadow I'm working with has a lot of fallout and if its a dark smokey eye I definitely do my eyes first and foundation last.

I always do my foundation first. I actually conceal first, then do foundation, then eye makeup. That's just for me, it's just what I've always done. But also I have this whole optimal skin out of the shower with moisturizer thing and I wouldn't get the benefit of an undone face and doing eyes first because I wouldn't want to take off my moisturizer when removing fall-out or something. It would bother me. Even though I could reapply it, it would mess with my routine.
I use a good coat of powder after my face makeup so I can sweep away any fall out.

I have seen those lil pads you place under your eyes to catch the eyeshadow.. I have not tried them.

Either works or you can buy the eye shields to avoid fall puts they are great & even give you a better look some people use tape.
