My sister has broke out with this rash and I was wondering if anyone would be able to tell me what it is? She hasn't changed makeup or skin regime.

It could be hives or something from an allergic reaction. I get rashes during allergy season. Try cortizone. If it doesn't get better see a dermatologist

Thanks Vickie, she went to the doctor and he has given her some ointment. He said it's a form of dermatitis :)

I get something like this when the weather changes. I have a dry itchy patch on my arm right now.
