Ow thats a hard one. I don't know about the neck but for face you need bloodshot eyes, with some pale purple, very pale, maybe even blueish lips, and just no colour on your face, no dead girl with a healthy glow on her cheecks lol.

If you don't have special effects makeup to work with try blending and mixing lipsticks and powders and eyeshadows until you have the shade you want.

You could get fake blood and put a hand print on your neck so it looks like someone grabbed you. Also make sure your eyes are super dark

You are going to need matte eye shadows or pigments in browns, purples, and blues and work on blending a mark on your neck. Also, use blue toned pigments to create the look of veins. Your skin also needs to be really pale, and do a heavy contour under your cheekbones with a black eyeshadow to create a hollow face. Hope this helped!
